Carter Photo by Jared Soares Following months of negotiation and extensive letters pointing out HUD’s failure to comply with law and our contract, AFGE Local 476 won a settlement agreement with HUD resolving OCIO’s improper issuance of "letters of performance concern" to 17 out of 24 employees in a single branch. The notices, which are a first step toward issuing a Performance Improvement Plan and possibly firing employees, had claimed that employee performance was unacceptable for two or more critical elements, based on trivial or irrelevant alleged errors.
